The California State Archives has records of Sacramento County for the years 1850 to 1903. Most naturalization records for the period before 1906 have been microfilmed by the LDS church. Many have also been indexed or transcribed for publication, and as such, are available at local and regional libraries.
Naturalization After 1906
The Bureau of Immigrantion and Naturalization was established in 1906. Starting in October 1906, the Bureau began keeping the naturalization records. For records after September 1906, contact the National Archives—Pacific Region (San Bruno) for northern California and the National Archives—Pacific Region (Laguna Niguel) for southern California, or the local office of the Immigration and Naturalization Service. If you don't know where your ancestor was naturalized, ask INS to check their Index to Naturalizations 1906-1956.
